COMMUNITY REHABILITATION PROGRAMME FOR CHILDREN IN CONFLICT
WITH THE LAW AND CHILDREN AT RISK OF OFFENDING IN THE URBAN WEST REGION,
UNGUJA - ZANZIBAR

The community rehabilitation programme is established to meet the needs of
children in conflict with the law. It is established to prevent children offending
and reoffending. The programme is an alternative to traditional formal measures
for dealing with children in conflict with the law including prosecution, judicial
proceedings and custodial sentences.

Instead of focusing on determining guilt and punishing the offender the
programme focuses on ensuring the rehabilitation and reintegration of the child in
his or her community.The programme determines the social and family situation of
each child referred to it and devises a structured programme of activities tailored
to the child’s individual needs in order to address his or her offending behaviour
and prevent reoffending. The child remains at home with his/her family and in the
community while attending the programme.

This programme is a fundamental part of the Revolutionary Government of
Zanzibar’s efforts to operationalize the Children’s Act 2011. The programme seeks to
bring the national system of juvenile justice in line with international and regional
child rights standards and to develop a child protection system that is capable of
providing an effective response for all children in need of care and protection.
The programme is established by the Ministry of Empowerment, Social Welfare,
Youth, women and Children (MESWYWC) with the support of the United Nations
Children’s Fund (UNICEF) and the European Union (EU).


The programme creates an innovative model for the delivery of services through
government and civil society partnership. The programme is implemented by
Department of Social Welfare working together with a local NGO, Tanzania Youth
Icon (TAYI), through a youth community centre based in is MiembeniShehia in the
Urban District, Urban/West Region.

IMPROVE WATER SUPPLY SERVICE FOR KIKWAJUNI CONSTITUENCY

ACTIVITIES IMPLEMENTATION REPORT

PHASE ONE

INTRODUCTION

Kikwajuni Improvement Water Supply Project is donor funded project financed by The Secretariat of Tanzania/Japan Food Aids Counterpart Fund, Ministry of Agriculture Food Security and Cooperatives, and being implemented jointly by Tanzania Youth Icon-TAYI, with assistance of technical expertise with Government Agency, Zanzibar Water Authority (ZAWA). The project was approved on 27th of June 2014 and expected to be completed within one or two years after the contract date. The project is implemented at Kikwajuni constituency. The constituency is situated in Zanzibar Municipality area, South West of Zanzibar Town, Center in Urban District within the West Urban Region of Unguja, Zanzibar, Tanzania.

EXPECTED OUTCOME

The Executive Committee of Tanzania Japan Food Aid Counter Part Fund approved grant to finance specifically for the following activities as specified below in the course of the execution of the project

  1. Drilling the borehole and wellhead fitting                                                       
  2. Purchase one motorized submarine submersible pump and one booster         
  3. Pump accessories                                                                                            
  4. Construction of pump house and fencing                                                                   
  5. Procurement of pipes and fittings 6.5 kms                                                      
  6. Trench excavation& backfilling 6.5 kms                                                                    
  7. Water storage tank                                                                                          

PROJECT DISCRIPTION

The Kikwajuni Improvement Water Supply Project in the first phase cover the first quarter activities such as community mobilization, site clearance, purchase of borehole materials, procurement of pipe and fittings, procurement of water pump and drilling of the borehole.

PROJECT OBJECTIVE

The project intended to increases the access to clean, safe and adequate water supply at affordable cost. The direct benefits expected include reduction of waterborne and excretory diseases to the public thus improving public health and local economy.
