Foundation for Development Organization (FODEO) implementing project with funding from The Foundation Tanzania, project provided four stage of implementation in order to achieve the goal of the project:-
Making executives recognize their obligation to read a statement of income and expenditure every three months.
To empower members of village councils recognize their role as village leaders in managing the village council.
Encouraging small village committee recognize the importance of involving citizens in raising committee projects and monitor their implementation.
To motivate people to recognize the importance of attendance at public meetings in rural areas.

FODEO providing training to facilitate transparency and accountability of the leading officials in the implementation of development projects Urban, the project is being implemented in 59 villages of Busega District, all 25 members of each village are trained to recognize their responsibilities as members of the village council responsibilities of each committee, including how to involve the public how best to stimulate rural development projects and oversee its implementation.

At different times, Ihale village chairpersons, Yitwimila A and Yitwimila B and Ilumya, thanks FODEO to give education to know how to lead their village councils, the fact was implicit that the Government deserved to provide this training on how to run the village government but training us we know we shirk well in involving citizens in visually and implement projects and make us be clear in the provision of information on income and expenditure. FODEO has come at an appropriate training on time, from today each member knows what the village council and the responsibility of each member in the implementation of rural development activities heard saying. FODEO trained to recognize the importance of transparent and accountable. In terms of ward councilor Mr Vumi Mgulila said, members of the village council deserve consideration identify training provided to facilitate their daily work remote, education they are getting help them perform their duties, and to reduce their conflicts among with villagers.
In 12 villages demonstrated changes that include a clear set of income and expenditure information through meetings of the public and on bulletin boards. To ensure sustainable implementation that all actors and Village executive officer (VEO) Busega District have been asked to submit to the Director Office reports the implementation of rural development projects parallel to the information presented on the income. District executives ensure revenue and expenditure reports given in front of the public and posted on bulletin boards.
