TERMS OF REFERENCE FOR TOT FOR BSED FOR THE FIC PROGRAMME – DECENT WORK AND LABOUR RIGHTS IN EAST AFRICA – YOUTH COMPONENT

About the Programme: Decent Work and Labour Rights in East Africa
Following the successfully implementation of the first project ‘Networking and Empowerment of Youth Organizations in Dar-es-salaam’ in 2013 which aimed of empowering youth organizations (Open Mind Tanzania, Tanzania Youth Vision Association and Youth of Africa) in Dar-es-salaam to strengthen their management, administrative and financial capacity. Also, the organisations were supposed to put in place proper structures, systems and processes to improve efficiency, effectiveness and democratic representation. Moreover, the knowledge on employment issues for youth, advocacy and networking of the partner organisations were strengthened.
Furthermore, it had been ensured that the more seven (7) youth organisations based in Dar-es-Salaam have increased their knowledge on employment issues for youth, advocacy and networking and together with the three partner organisations they have developed a plan for how to work together towards creating improved opportunities for employment and influence among the youth of Dar-es-Salaam.
Based on the aforesaid project, the Danish NGO, Forum for International Cooperation (FIC) and a range of youth organisations and trade unions in Kenya and Tanzania in 2013 developed a joint programme namely ‘Decent work and labour rights in East Africa’. The development objective of the programme is making sure that the employment conditions in Tanzania have improved and youth has access to decent employment in line with existing national and international labour laws and regulations. The program was approved by the Danish donor, Civil Society in Development (CISU) in December, 2013. The program will take place from January, 2014 to December, 2016. The programme has two types of implementing partners; for youth organizations and trade unions. The programme is further divided into clusters of partners in Kenya and Tanzania; in Tanzania youth cluster, Open Mind Tanzania is entrusted to carryout Business Skills and Entrepreneurship Development trainings. These trainings and counselling aimed at helping youth to start or improve their businesses hence improving job opportunities for youth in Tanzania.
About OMT-Local Partner Overseeing the BSED Trainings in Dar-es-salaam
Open Mind Tanzania (OMT) is a professional, non political, non profit, non religious and service oriented Non Governmental Organization Registered by the Ministry of Home Affairs with Certificate Number SO. 15518, under the Socialites Act CAP 337 R.E. 2002. It is a team of motivated young professionals who are determined to see changes in the economic and social status of the Tanzanian public (especially the youth). From June 2006 to the present, we are fighting to make the Tanzanians able to identify and use the present legal opportunities to achieve moral, social and economic development.
OMT has been imparting practical entrepreneurship knowledge and skills to youth in groups or as individuals for the purpose of helping them to utilize the available opportunities in their localities that they can use to create jobs and employ themselves. Moreover, OMT provide quality and affordable Business Advisory Services (BDS) to youth enterprises and making sure they develop their skills and competence in business through entrepreneurship trainings, counseling, mentoring and coaching we do offer.
Furthermore, OMT engage, unite and promote youth from different grounds to participate in various productive projects which will eradicate poverty as well as wealth creation in their respective projects hence solving the critical problem of unemployment by engaging youth within society productive programmes.
In order to foster for its activities OMT has develop a partnership with FIC to carry out the programme ‘Decent work and Labour Rights in East Africa’. The programme has to be implemented with other two partner local organizations namely YOA and TYVA.
These three local partners work together towards implementing a specific objective:

opportunities for youth has contributed to better conditions for establishing
sustainable businesses and increased success in their job seeking.
The OMT office is seeing for a qualified individual to be responsible for training and counseling youth on Business Skills and Entrepreneurship Development in collaboration with other local organizations in Tanzania.
Overall Role of BSED Trainers & Business Advisors
The BSED Trainers & Business Advisors will be generally responsible for results related to one which is, ‘Young people have obtained a job, started or improved their own business in Tanzania as a result of training or counseling provided by the programme’. The BSED Trainers & Business Advisors will work in close consultation with the BSED Coordinator.
SUMMARY OF DUTIES
- Carryout day to day Business Skills and Entrepreneurship Development activities including but not limited to training youth, counseling youth, coaching and providing information on entrepreneurship opportunities during the trainings.
- Develop and administer training plans and progress reports as required by the collaborating partners, BSED Coordinator and donors.
- Building and maintaining strategic linkages with a wide range of BSED stakeholders for betterment of the BSED activities.
- Provide technical support to BSED trainees, supervise their activities and assignments.
- Writing short but detailed narrative reports for BSED activities and submit them timely and according to the format given by the BSED Coordinator.
- Carrying out monitoring and evaluation in relation to BSED activities. Support the BSED Coordinator in implementing monitoring system, data entry and compiling data for reporting.
- Practical implementation of the activities: BSED trainings, piloting the curriculum for training in BSED and draw the lessons and learn from the experience with the aim of adapting the curricula to the local context in Tanzania in collaboration with the BSED Coordinator; Follow up on the coherence between the elements of the model and the establishment of a system to monitor the students and the results of the trainings; the counseling; the mentoring and the internships.
- Participating in BSED curriculum development and review.
- Implementing BSED training modules and ensuring BSED trainings are of quality standards, principles, procedures and ethics.
- Liaise with the implementing organizations to ensure that all training venues are suitable for trainings and that all the needed materials are available.
- Identifying training capacity gaps and report to the BSED Coordinator so that they can receive the necessary capacity building through training and by following up on their training needs throughout the programme.
- Ensuring the implementing of the project activities is done according to the stated budget, Work in collaboration with BSED Accountant and be accountable for portfolio – related expenditures in accordance with the required financial procedures and ensuring compliance with organizational policies and procedures.
- Perform any other duties related to the above as assigned by immediate supervisor (BSED Coordinator or BSED Accountant).
QUALIFICATIONS AND EXPERIENCE
Experience
- Passion for training and counseling youth.
- Those attended FIC capacity building trainings will have added advantage.
- Have attended entrepreneurship and business planning trainings.
- Conversant with relevant Entrepreneurship Curriculum targeting youth in Tanzania.
- Not less than two years experience in training and counseling youth in entrepreneurship.
- Experience with youth employment & self employment, training or working with youth.
- Have an outstanding track record on youth entrepreneurship and counseling.
- Demonstrate ability to develop training plans, business plans and project proposals.
- Capacity building and facilitation of meetings and workshops.
- Good working network with youth and other youth stakeholders.
- Have undergone training on helping youth to employ themselves.
- Experience of running a business will be an asset.
Other Competencies
- Possesses hands on entrepreneurship skills, integrity, role-model, mentoring and coaching.
- Someone who shows initiative, performance driven and has considerable planning and organizational skills.
- Good written and oral communication skills in both English and Kiswahili.
- Demonstrate previous ability to work well in a team environment and work under pressure to tight reporting deadlines.
- Ability to manage complex situations and facilitate multi-stakeholder participatory processes.
- Curriculum development knowledge, implementation skills and training report writing.
- Good working computer skills.
Compensation for a TOT
- Compensation will be agreed upon with the programme team once the recruitment process is done.
This position is basically open to 8 OMT members and to 3 TYVA members & Other youth were necessary.
